Questions worth asking first
What counts against the quota?
A case opened, not a request. Reading a case, computing its deadline and serving the consumer portal are free and unmetered — the portal is how a consumer exercises a statutory right, and metering it would create a reason to make it harder to reach.
What happens when I hit the limit?
New cases stop being opened and the API says so plainly. Cases already open keep working: every deadline still computes, every portal link still resolves, every document still issues. A billing state must never be the reason a consumer cannot withdraw.
Why do you refuse to record some refusals?
Because a refusal that has not been established is worse than no record at all — it launders a bad decision through something that looks like a compliance tool. Article 16 exemptions each have conditions, and this service asks you to assert them one by one. If you can, it records the refusal and what you relied on. If you cannot, it tells you which condition is missing.
Can I open a case after the consumer has complained?
You can, and it will compute what it can from what you give it. But the period runs from facts dated at the start of the contract, so a record that begins at the dispute has already lost the dates that decide it. Open the case when the contract is concluded.
What does the document fingerprint actually prove?
That the copy in front of you is byte-for-byte the one issued. We compute the SHA-256 of each document at the moment of issue and keep it. A document cannot contain its own hash, so it carries the reference and issue time that address the register entry instead. If a file has been altered — a figure, a date, one character — it no longer matches.
Is this legal advice?
No. We compute the dates the directive specifies and show which article each comes from, so you can check the reasoning rather than trust it. Member states implement the directive with variations and enforcement differs; whether a particular refusal holds is a question for a lawyer.
